This document contains the rules and regulations relating to the use of the HARDCOVER Libraries
and borrowing materials from the HARDCOVER Libraries.
If a person wishes to borrow materials from the HARDCOVER Libraries, he or she must be
registered as a member.
On registering online or in person the individual would be required to pay an annual membership fee depending on category and in turn given a library card.
By signing the application form the prospective member agrees to the applicable rules and fees of the HARDCOVER Libraries. The Library Card is strictly personal.
The regulations of the HARDCOVER Libraries have become effective as from 31 March 2009. The HARDCOVER Libraries shall reserve the right to alter and/or cancel the regulations.
LIBRARY CARDS
Classic Library Card
The Classic Library Card is free of charge.
The Classic Library membership is valid for a maximum period of a year and a membership fee of N10, 000 after which a renewal of subscription would have to be made.
The following rules apply to borrowing materials with the Classic Library Card:
- Written materials: a maximum of a book at a time
- Magazines: none
- Books and materials can only be borrowed and returned to the library where you are registered. For now only available in Lagos.
- Length of time per borrowing: 2 weeks
- Free office/home delivery: not available
- Penalty for default on returning:
Premium Library Card
The Premium Library Card is free of charge.
The Premium Library membership is valid for a maximum period of a year and a membership fee of N20, 000 after which a renewal of subscription would have to be made.
The following rules apply to borrowing materials with the Premium Library Card:
- Written materials: a maximum of two books at a time
- Magazine: a maximum of one magazine per borrowing after an extra N5, 000 is paid
- Books and materials can only be borrowed and returned to the library where you are registered. For now only available in Lagos.
- Combined borrowing of books and magazines: not available
- Length of time per borrowing: 3 weeks
- Free office/home delivery: available
- Penalty for default on returning:
Executive Library Card
The Executive Library Card is free of charge.
The Executive Library membership is valid for a maximum period of a year and a membership fee of N40, 000 after which a renewal of subscription would have to be made.
The following rules apply to borrowing materials with the Executive Library Card:
- Written materials: a maximum of four books at a time
- Magazines: a maximum of two magazines per borrowing
- Books and materials can be borrowed at any Library location and returned to any Library location. For now only available in Lagos.
- Combined borrowing of books and magazines: available
- Length of time per borrowing: 6 weeks
- Free office/home delivery: available
- Penalty for default on returning:
Renewal of the Library Card
Classic Library Card
- Email notifications will be sent a month prior to the expiry date of the membership.
- Cash payment is not accepted at any of the Library locations.
- The Classic Library membership is renewed after payment has been made to the bank.
- After renewal the old Library Card remains valid.
Premium Library Card
- Email/sms notifications will be sent a month prior to the expiry date of the membership.
- Cash payment is not accepted at any of the Library locations.
- The Premium Library membership is renewed after payment has been made to the bank.
- After renewal the old Library Card remains valid.
Executive Library Card
- Email/sms notifications will be sent a month prior to the expiry date of the membership.
- Cash payment is not accepted at any of the Library locations.
- The Executive Library membership is renewed after payment has been made to the bank.
- After renewal a new Library Card is issued.
Termination of the membership
All memberships end:
- After oral, digital or written termination. Memberships can be terminated at the latest 2 months prior to the expiry date of the Library Card;
- On the member’s death;
- When the member has been refused access to the library permanently.
Loss or damage
- The member or his/her legal representative shall be liable and responsible for the
(unlawful) use of the Library Card.
- Loss of the Library Card must forthwith be reported to the library.
- The library shall not be liable for any financial consequences.
- The Library Card will only be deblocked on presentation of a valid identity document.
- A Library Card is only replaced on payment of a charge and on presentation of a valid
identity document.
- If the lost Library Card is found, the replacement charge is not refunded.
- The member can be compelled to purchase a replacement card if the original Library
Card is damaged to such an extent that lending details can no longer be read.
Relocation
- On presentation of a valid Library Card, a person may be registered at a HARDCOVER Library after relocation. After the Library Card will be valid until the expiry date of the original membership.
- If a member has relocated to a different area, the original type of membership will
remain in force in the new HARDCOVER LIBRARY location.
- A member must notify his/her own library of any change of name or address. If the
member fails to do so, the consequences shall be for the member’s own risk and
account.
LENDING CONDITIONS
- Materials can be borrowed online using individuals log in details.
- For some materials a lending fee is charged.
- The PIN-code on the Libary Card is necessary when borrowing books from the library.
- For each Library Card a maximum amount of outstanding fees applies.
- The lending and return data of media are registered via a computer system. This
registration shall be regarded as proof of the transactions concerned.
Lending period
- Maximum lending period is determined by the category of membership one belongs to.
- The library charges lending extension fee when this lending period is exceeded. This fee depends on the number of days in excess of the lending period and the type of material.
- A standard lending extension fee of N250.00 per day would apply to all books and N250.00 would apply to all magazines and comics.
Conditions of use
- The member must handle all materials with care.
- Materials may not be placed at the disposal of third parties.
- The materials must be in a good condition when they are lent. Any damage observed must be reported to the library staff before registration.
- Materials are lent exclusively for non-commercial purposes.
- It is prohibited to photocopy or publish audio-visual material in any form or in any
way. The member or his/her legal representative shall be liable for any claim pursuant to the Copyright Act.
LOSS OR DAMAGE
- The member or his/her legal representative shall be liable for any damage to the materials lent to him.
- The cost of repairs or replacement arising from damage to materials shall be payable by the member. In the event of non-payment the Library Card will be blocked.
- Administration charges and replacement costs arising from a loss of materials shall be payable by the member. In the event of non-payment the Library Card will be blocked.
- Administration charges and the cost of repairs or replacement shall not be refunded.
- In the event of non-payment a debt collection agency may be called in.
Liability
The HARDCOVER Libraries shall not be liable for damage arising from defects of written or audio-visual materials available at the libraries.
PROTECTION OF PERSONAL DATA
- The member’s personal data recorded by the HARDCOVER Libraries shall be managed with due care.
- Personal data recorded by the HARDCOVER Libraries may be used for the lending administration, the financial administration, the provision of products and services, surveys of the use of products and services as well as the communication with members/customers.
- The HARDCOVER Libraries shall not apply these data for purposes contrary to the foregoing
and shall not submit these data to third parties.
OTHER PROVISIONS
- Fees and charges are determined by the management of the HARDCOVER Libraries.
Intended alterations of fees and charges will be announced at the HARDCOVER Libraries at least 1 month prior to the date of commencement of such alterations.
In all cases not covered by these regulations the library shall decide.
